The letter says nothing about when the company has to start paying the new hourly rate. It says we have a new pay effective June 1, we’ll receive back pay to this date to be paid out “no later than” September 30th, and if the implementation of the new rates is delayed they’ll pay us the 15 or 20 hours per month until the new rates are implemented.
