I currently work at Spirit Airlines with almost 5000 hours total time, apx 1600 TPIC, no internal recs or letters, BS degree....I went to the NGPA job fair which may have helped =)

I think you are reading too much into it. The pilots involved in hiring are trying to make the process better. In the past a big complaint was lack of communication, so I believe the standby email was just their way to communicate your status.
You don't have to reapply unless you get a TBNT and they open the window again.

Does anybody have any info regarding the feel amongst the pilot group about this TA? Is it expected to likely pass or has there been a lot of negative feedback?

I am in this boat. I got an email saying my application wasn't complete. Went back and checked everything and a page showed up that wasn't there the first time. Filled that in. No email at all at this point.

If the TA passes you will most likely be able to still apply as they apparantly will be opening the app window again.

Not to get political or anything, but the Honolulu Star reports Obama made a surprise visit to Hawaii just hours before the Federal Judge that he appointed blocked the travel ban... there's something for the conspiracy theorists to dwell upon.. LOL
