Question: I submitted my application because I didn't want the window to close while I am waiting on the letters of recommendation. I have the names, employee numbers, and email address in the application but didn't upload the LoRs. Will they ask for them if the rest of my app is complete or will not having them be the nail in the coffin this time around?

I can't really answer that. I can tell you that when I interviewed 2 of the people I was with didn't have any rec letters, so I doubt that you'd be disqualified for not having them attached.

FWIW I didn't have any rec letters with my app. That said, I was told in my phone interview to bring 3 LORs to the face to face interview with the rest of my paperwork. Wasn't a big deal and LORs (or lack thereof) didn't sway my app one way or another. YMMV.

You are very competitive.
As for your failure, they will have you fill out an addendum. Very simple stuff ( why you failed, what you could do better, etc).
