The 1825 series vacancy announcments will close on 9/30/15. Once these job announcements close, applicants will not be able to make any changes to their applications. Anyone that has applied and been been referred could possibly still get hired in October (FY2016) but that is highly contingent on budget appropriations at each office. At some point, there will be new 1825 series vacancy announcements posted for FY16. Wash, rinse, repeat. Be on the lookout and definitely apply to the new job postings.
When the hiring money dries up, it is unknown when/if said office will be able to hire again. Kinda like having no EFC time in the holding pattern. It's alot of luck and good timing...

PerfInit, understood that you could possibly be hired in October but as far as the office being authorized to hire and let out of the holding pattern.. do you think that the FSDO in the holding pattern should know BY the 30th whether or not they will be authorized to hire? Or is it possible they would be given authorization to hire after Sept 30th.

Excellent questions hattrick...
Unfortunately the only folks that might posibly know the answers are HR Specialists in the respective Region and the Office's Manager. I have seen offices way short on people and unable to hire, when other offices are overstaffed and get to hire. Go figure!?

Good choice! One of the guys I used to work with at the NY IFO came from there and had nothing but good things to say about that office. You'll get to do alot of travelling to hubs/Captain upgrades and prolly get typed on a UPS plane or two before too long.
