I believe there is an exception in the Op Spec which allows single pilot ops when necessary. I know folks who worked at BTQ and occassionally for W&B reasons a passenger would sit up front in the right seat and the flight operated single pilot.

The O2 lever on the lower right side of the center panel. It's off, which means if the cabin depressurizes the pilots O2 masks wouldn't be terribly useful.

Exactly. It means they are flying in the flight levels with no oxygen supply and with untested oxy masks.

The first thing I noticed prior to seeing the oxygen was the mismatch of the altimeters. SIC prob hit STD at 17999.9 ft.

Ops Specs specify crew of two, there is an exception that with functioning autopilot and flight director single pilot ops are authorized.

GOM specifies the crew composition, not Ops Specs. Opspecs just allow the use of AP in lieu of an SIC when carrying passengers under IFR.

General Operations Manual. It's the FAA accepted(note: not approved) manual that Part 135 operators use.
