Doubtful. Out station bases are becoming a thing of the past, its much easier to recruit with hub bases.

I can’t see any reason they would make ORF a crew domicile.

As a commuter, can I request DH/positive space travel from where I stay to recurrent training events instead of taking the DH from domicile?

Nope. Your DH will always be to and from your base. The company assumes you "live" in base.

Technically, I think the union information is that you can request a different city. However, at least on the way to your destination (if you choose a different origin airport to your deadhead destination) you will not get any deadhead pay in this case. Deadhead from flight duty might be different.
