I thought both the 7&9 were considered a large RJ. It has been a while since I read the scope language.

Negative, only the 900s are considered large RJs

I don't believe that's how it works. FFD carriers have a fixed fee, but its based on an assumed volume of departures. When the departures get cut in half the cost per departure goes up, but the fee does not.

Read KS fifth paragraph, it alludes that SAP can lower cost, but what is also true is if PSA runs more departures their cost per departure is more competitive. He desires more block hours and more aircraft to lower the "per departure cost", increasing labor efficiency also lowers cost per departure.

If AA owns some 900s on the MESA CPA, where will they go if the Mesa CPA expires. Skywest typically owns the planes they operate.

Will AA park brand new 900's? Will they renew them with MESA at a higher fee per departure because the total departures are so much lower, increasing MESA cost per departure?
