Word is they're not hiring any more DEC's. If you've got the time to upgrade, you can still do so right out of FO training though.

Come March we are going to be very busy with flying. I can see a lot of upgrades starting first of the year as they have stopped due to holidays. Just like how FO classes will pick up to 50/month in Jan

The company can hire an unlimited amount of street captains regardless of captain vacancies, but they should remain in a pool once hired until they receive an actual slot based on published captain vacancies that go unfilled.
What it appears the company has been doing, is putting street captains through training before they are awarded an actual slot. At any point of time, while those streets captains are in the middle of their training footprint, the company posts a vacancy that goes unfilled and the street captains are awarded the open slots.
The street captain new-hire classes do not necessarily coincide with the captain upgrade class dates posted under the captain vacancies.

Why is that funny?
They don't get that far in training?
I said eligible FO not every FO?
I would be ****ed if I was waiting for a vacancy to upgrade as an eligible FO and a DEC was hired without a vacancy and recieving captain pay waiting for his next training event.

We don't have any real DEC, they all have to be awarded a captain spot on a system bid based on seniority. It just so happens that many new hires in training can hold captain. The company can label them as new sim instructors and pay them captain pay until they can hold an upgrade slot. Just because they are classified as DEC does not mean they can hold captain on a bid and the company is not bypassing eligible FOs in favor of DEC.
