My hypothesis is it won't be enough to make a real dent in the problem. Not to mention the stress on the training system as it flows them back down, and then has to replace them again in 2-3 years. All the sims are going to rather busy as it is for the rest of the decade.
Time will tell. Assuming it passes. I think it will eventually but maybe not immediately.

Part of my thinking is that this is just piece of getting the ATP rule adjusted. “We changed the retirement age and it didn’t do enough!”. I can’t see many guys who bid 2-4 Europe/Asia trips a month at the big 3+brown/purple decide to do two years of hub turns on a narrowbody.

It boils down to this. Raise the age and let the current pilots be stagnant costing them millions while waiting to upgrade, or lower TT to get new pilots in. So ***** now about lowering TT because you are butt hurt you had to fly 1500 (while those senior guys got in at 250), or you can ***** that you are stuck as an F/O for 3 more years costing you about a million dollars in defined contributions at captain payscale. Lowering the 1500TT would mean immediate seniority bump and secure your upgrade. I’d gladly take that one. Just because they lower Mins doesn’t mean they lower the training standards at the training center. It just allows more applicants to apply. Either way you look at it, CHANGES ARE COMING.

Hmm, a small correction needs to be pointed out here. You seem to be under the impression that those that came before an ATP was required to be a 121 FO had it easier because they were hired at 250 hours. While it was possible and it did happen, It was not the norm at all. The vast majority had to wait until far more than 1500 hours.
