It's kinda been known that a failed 121 ride was, for the most part, a deal breaker for advancement in the past.

so if a 121 pilot has a bad day and fails a PC or some other training event, he/she should not have the opportunity for advancement? I know pleanty of pilots who have busted something at one point or another in their airline career. Should they not be able to move on to a better company at some point? They learned from it and moved on. That should not be against the law of airline hiring.

I think that the law will just make it mandatory for the airline to see your complete training history/record. It'll be up to the airline to do what they want with that information just as it is now with PRIA.

There was talk a while ago that made it sound like the airlines just had to have a plan to manage low time/high failure pilots.

Right, but I don't see the point in going beyond 5 years. For example, why should a guy who's been at Comair for 10+ years not be able to get hired on with a major because he failed a PC as a 1 year FO? I've heard that at some places if you fail an oral but are allowed to continue to the sim and mess up there it counts as two seperate failures in your training records. Stepping up safety is definitely a good thing, I just don't think guys who may have had a bad day in the past should have their entire career wash up before their eyes because of it.
