Flaps up for DE-ICE and then flaps set to take off position for ANTI-ICE. i believe the old theory that hold over time cut in half with flaps down was over turned by Bombardier a year or two ago!

This is correct. Pinnacle used to do this but it has been removed at Endeavor. Flaps for TO as soon as anti-ice is done.

Had a faa inspector tell me it wasn't the fsdo. But in fact it was KS decision.

ENY is setting flaps just prior to takeoff in an attempt to keep the flaps free of contamination during the taxi out, specifically from the mains throwing snow and slush into the flaps. They don't want jammed flaps. If you get de-iced due to frost or something or there's no reason to expect stuff getting in the flaps they get set for takeoff normally.

Not sure about flaps, but we always de-ice with the gear down.

ASA/XJT CRJ200 is flaps set for takeoff before de-ice or anti-ice. Flaps are set before aircraft is moved under its own power.

I concur. I've flown all three variants of the CRJ at ASA/XJT during my 4 year tenure here and the flaps are always set prior to taxi, per our SOPs, regardless of the need to de-ice/anti-ice. With that said I've had one CA mention that if you have the choice of two RWY's for departure and one happens to require Flaps 20 vs Flaps 8 then it would be required to de-ice/anti-ice at the greater Flaps setting(in the event you are given a RWY change from the anticipated RWY) and then return to the required flaps setting if necessary. I've not been able to verify that.

I haven't even run into that yet. I guess because we usually know which runway we're going to use by the time we're getting de-iced. It is possible that the airport could turn around while you're getting de-iced.
