Of course not...but making your own circling approach where it's not authorized or none exists is. It seems this "maneuver" had been carried out before and was being used as a work-around to circumvent the instrument procedures in place and get in under the IFR. These kind of work-arounds work fine right up until they don't. Have seen more than one example unfortunately.

This was VFR into IMC. Scud running. Long history of that ending badly.
