Most states are increasing their rate of testing. Increasing the rate of testing obviously increases the odds of producing an increased rate of detected infections, however the case count alone is not a remotely accurate picture of a given states situation. You would at a minimum want to know what the percent of negative cases are out of the daily testing numbers.
