Sometimes the salute is received at a time when you can't set the flaps (during start on the 767 for example.)
The "Prior to Aircraft Movement" has always been a terrible "trigger." I bought it up in CQ years ago and was basically told that Delta pays me a lot of money and to shut up and color. We stop and go several times before we takeoff so there's a lot of "Prior to Aircraft Movement." Guys have been using "hand on the flap lever," "checklist on the flap lever," "WDR on the flap lever," techniques and yet TOFU continues. The threat seems to be distractions during the start/salute.
I'm glad we've finally reinvented the rest of the industry's wheel and simply placed it on the After Start checklist.
