You pay a price for flow.
Is it worth paying the price (lower regional pay and slower upgrades) to have a backup in case you never get hired OTS? Maybe, but it's kind of like insurance, it feels like a waste if you never need it.
If you know you really need the flow (no degree, criminal record, training problems, etc) then flow is priceless and affords an opportunity you would simply not have otherwise.

I believe the 3 regionals with a flow have the fastest upgrades of any regional right now.

Last I heard they were bogged down by people waiting for flow vice throwing apps out. If they are upgrading more quickly now it won't last... there's no more regional flying to be had without scope relaxations, and logic dictates that many or most pilots are lazy and will sit tight and wait for flow. Especially the ones who are not competitive OTS, many of whom have flocked to AA WO's.

Whoever told you that is incorrect. And think about it, the WO’s are the only ones with guaranteed movement. We will have people that leave for spirit, frontier, United and delta, etc. The rumors about us not having any movement seems to consistently come from Skywest recruiters, from both my university school and another school I instructed at 1000 miles apart from each other. Not a coincidence. Not cheerleading but just stating a fact of the movement and opinion on the base of rumor!

You know for the last year and a half, give or take a few, they have literally forced upgrades.
Lifers are a small group on all the WO's, and the flow guarantees movement at the top.
Your sources are totally clueless. For example, at Envoy we have 30 guys leaving every month for flow. Flow guarantees as long as AA is hiring, we will have upgrades. Every single month.

Envoy and psa have been forcing upgrades. Psa forces the senior guys to go first and envoy goes from the bottom up. Not sure if forcing someone to upgrade who doesn't want to or doesn't feel ready is a good practice but that's not for this discussion.
There is guaranteed movement from flows, but it becomes less of a back pocket insurance policy and creates laziness and lack of applying elsewhere as people spend more and more time there. Also the flow at envoy is contractually going to slow as the next group moves on.
As I've said before, I think envoy hires a LOT of people from their cadet program without degrees who basically have to rely on the flow to move on. I don't have hard numbers and am just going off what I saw where I instructed for what it's worth.
