So what does the union provide to the company when it comes to something like this? Is it simply data? You'd think the company would have access to everything they need already. Or does the company go to the union and say "we want a base in XXX XXX and XXX, is that compliant with the UPA?"

Opening a Category or Closing a Base
8-H-1 In the event the Company desires to open a new Category or close a Base, the Master Executive Council Chairman shall be advised by the Company and shall be afforded the opportunity to consult with and make recommendations to the Company regarding staffing of the new Category or closing of the Base
It's really in their hands. And after looking at todays Vacancy Bid and comparing last months Bid, you can see a shift in some flying AND more importantly, unfilled Capt Slots from last bid not being offered in this bid. Gut tells me, they are finalizing the bases for the upcoming next few bids.
Those who have been here longer might know- but, how long does it usually take to open a base?
I can see a few months. So maybe an announcement of a Florida base in the New Year, with another base for the Spring...
As the Union mentioned- will be VERY important to know what your rights are ONCE they do make the announcement.

I would think if there's going to be a new base (or bases), that announcement would be soon so as to be included in any more bids before the year is over. That way, it could probably open spring of next year.
I don't know how long it would take to get a new base up and running though. I guess it depends if they run it as a regular base or a satellite base like CLE.

Well.. honestly the company can open (and close) whatever bases they want. It's just our UPA allows the Union to -
