I’m curious as to what data they are lacking. The flight schedule out of MCO and TPA combined with theoretical pairings constructed out of each seems rather simple.
The cost associated with office space and moving pilots seems more relevant. My guess is that the research has long since been completed and this is the posturing that is required with the SSC prior to announcement.
The company says they want a mid continent 777 base in ORD or DEN and a 737 base in Florida… and they want it fully operated by summer of 23.

they want to see what impact a new base has on schedules in other bases. Pairing construction is everything but straight forward and adding MCO/TPA into the mix may jack up pairing quality in EWR, IAD or ORD - or anywhere else for that matter as they strive for a optimal global pairing solution.
A rumored UAL FL base coming to fruition....it really is the end of times.

it’s the same flying…
a trip that starts in in EWR and overnights (or passes through) TPA and ends in EWR is the same flying as
a trip that starts in TPA and overnights
(or passes through) EWR and ends in TPA
so yeah in that case EWR lost a trip and TPA gained one
Also I never realized anyone was striving for an optimal global pairing solution..it just seems like random crap with 3 hour sits in assorted airports throughout the country… or out of the country (CUN)

UAL had a plan for a TPA/MCO base 5-6 years ago but the UAL ALPA leadership pushed back against it because of the fear that opening of a FL base would take flying/bodies away from EWR which was deemed critical for votes in the National elections.
