So is it a direct question of whether fence should be up or is it cause a UAL guy who got SFO on the last bid wants to lateral to LAX?

My understanding was that it's questioning whether this bid should be open to all since the effective date is after number 25 will be on property. IOW what was the intent of the abritrators. If the intent was that staffing aircraft number 26 and on was open to all than this bid should be open to all. Basically questioning when is the bid is truely "awarded".

The MEC message doesn't say what exactly the challenge is. My guess is the problem with the bid is timing. It would seem the airplane is already staffed for 25 airplanes since the training is after its arrival. The award was simple, no cross bidding until that 25th airplane arrives, so the real question is why did management decided to bid such a large number of 787 captains and f/os instead of waiting 30 days?
Who'll defend their, management's, decisiveness first?
