That would be the normal logic at most airlines but not allegiant. Upgrade is mostly based on how willing you are to move to a new base. My guess is when/if VPS gets announced as a full-time base or OAK adds another frame, that will be very junior. If you want to hold out for BLI or IWA it will be a long wait.

We're headed for 1500 by 2019-2020ish. We have yet to open up mexico/carribean/s. America, when we do we'll be headed for 2000 pilots. You also can't assume that everyone wants captain more than they want QOL, most people are perfectly happy being an FO unless they want to move on. That regional mentality of 'upgrade as quick as you can!' Doesn't resonate here.
