The Civil Aviation Authority that licensed you to fly in their country will respond to a request of verification of license and if there is any failure on your records with them. It is part of the ICAO members agreement. Also now pretty much all airlines do deliver some sort of verification as well. At least the most organized and structured Airlines do. So they will get something back from them although some of these CAA's and Airlines abroad work at their own pace.
The JCAB of Japan took about 6 weeks to send my records when I came back to the US.
Also, I forgot to mention. If you were hired through an agency, PARC, RISHWORTH or similar, they also will help you to get verification of employment and records. It is part of their services when you sign a contract using them.

Any idea what happens if the any former foreign airline does not want or or can't send the training records?

My situation is very similar. I have class starting with Atlas 1st week of July. My current airlines(Forigen) will not honor such requests(PRIA in this case) mainly because I didn't give them 6 months notice period as per current contract and secondly not bound by FAA regulations.

You make a request for every airline just like you filled out a PRIA form for every airline here in the US. But I think you guys are stressing over a none issue, you just fill out the paperwork authorizing the release of the records and let the system take its course. I’m sure that Atlas has dealt with this multiple times and they have protocols in case these records don’t come back in a timely manner. You can't be at fault of an airline not following a protocol that is pretty much standard in the industry and not only here in the US.

How do you know they won’t release your records? Did the airline expressively said this or is this Trival Knowledge you heard while at cruise? Because you don’t know how much nonsense people share without confirmation! Fill out the paperwork for the request and let Atlas follow the proper channels, that’s all you’re responsible for.

I'm not saying it doesn't happen, I'm just wondering how much of it is the same story repeated at cruise so many times, and every time something added by the story teller that it has now become urban legend that it is impossible to get your records from them.
Besides, like I said. You just sign the requests and let your prospective carrier deal with its protocols. There are literally hundreds of pilots that have successfully come back to the US market.

Interesting, because I know many pilots from both Qatar and Emirates that were successful on getting their records from those carriers.
I'm not saying it doesn't happen, I'm just wondering how much of it is the same story repeated at cruise so many times, and every time something added by the story teller that it has now become urban legend that it is impossible to get your records from them.
Besides, like I said. You just sign the requests and let your prospective carrier deal with its protocols. There are literally hundreds of pilots that have successfully come back to the US market.

The courses are defined by the FAA. You may see reference to shortened courses on here, but those don't apply to new hires.

Things like this do happen. People from Emirates or Qatar may not have had difficulty, but those are large and well-supported ailines.

I’ve got my req for training records from the purple goat for the last 9 yrs and didn’t have any problems and already submitted that to 5Y before the interview.Already signed the CJO electronically and awaiting for further details for the b777 class July 5th. Also gave 5Y access to my records to the FAA database and saw there was a list for previous airline and current one for PRIA records.
