I'm pretty sure you won't be able to register it in MEM without an address and proof of TN residency. They (TN, Shelby Co, Homeland security, whoever) have gotten tough over the last few yrs. The seller will let you buy it for sure but you'll end up with a temporary tag I believe that will expire in 30-90 days (help me out here guys if I'm wrong). In order to get a perm tag you've got to provide 3 proofs of residency in TN and the list is on their website (shelby county clerk). My recency includes trying to move my address from old crash pad to new crash pad with my yr 2000 TN registered airporter. I've renewed the tag every year online since 2K with no problems but now I need to move and this particular airporter is on its last leg (15 yrs is really not that bad for a MEM airporter!). Luckily, I'm a NC resident so I'll probably just drive back to NC once/yr to get the annual state inspection and tag update.... if it will make it!

I have all my vehicles registered in my home state but my crashpad vehicle is on a separate TN policy through USAA. The state it's registered in isn't as important as where it is located.

My problem is my home state requires you to have it inspected every two years, in person, in my home state's inspection lane. Thus, I have to drive it 1000 miles one way every two years just to get it inspected and renew the tag.
What I'm looking to do is buy a car near MEM and register it in TN or MS. Currently my pad is in MS, but I could change that.

Can you be fined for having a current out of state registration with an expired inspection (assuming you don't drive the car back to the state it's registered in)?

However, my County Personal Property Tax form has a box to check for "Garaged Out of State."
Over the past 15 years I've had 3 different airport cars in MEM (registered in my home state) that never received the state mandated inspections. I recently drove one of them home. The next week I took it for the required inspections ... no problem.

Are you sure this is a problem for you?

My Mish-Gin registered Subaru has been going back and forth to the crashpad in Cordova for the past three years with no repercushions. Though I have had the MPD follow me 30 feet behind for 5 miles at exactly the speed limit several times.

I went 6 years with out a current inspection sticker (actually had the expired one still on the car) from an out of state plate and never got ticketed. Got pulled over twice by local MS police. They never said anything. And after they found out I was a FedEx pilot they let me go. One officer said he thought I might be a drug runner because I was driving with out of state plates at 2:00 AM. on the back roads
