I can't seem to grasp the FEPP concept.

I am a wide body FO, and the most junior captains in HKG (3558) and EUR (3682) are junior to me. Just like about everyone else in the company, there is an excess in my seat.

I just couldn't ever bring myself to live in HKG, so even though it's more pay, I'm not going to consider bidding it. So, I've considered trying to bid EUR 57C in hopes of getting passover. I guess if I actually had to go, I could live with it (probably just commute).

I've read over applicable sections in the contract and the ALPA FEPP settlement. Unless I've missed something, couldn't almost everyone in the company senior to #3682 bid one of these domiciles as a bid to relieve and hope to receive passover?

Can anyone shed light on this process??? Are people getting passover now??

From the scheduling email:

If the pilot is denied an FDA Crew Position, the pilot’s eligibility for FEPP will be governed by the FEPP Agreement.

Bidders beware that it is possible to remain in your current crew position and generate FEPP Eligibility, if:
Your seat is in a declared excess, and
There is a pilot junior to you in the applicable FDA crew position, which indicates that had the FDA excess restriction not existed, you would have been able to exercise your full seniority excess rights.

Example: You are a "senior" MEM MD11 FO (not at risk to involuntary excess) and your seat is declared in excess; standing bid is as follows:

MD11 CA MEM 100% (can't hold)
B757 CA MEM 100% (can't hold)
A300 CA HKG 100% (can hold but are not awarded since it would cause an excess in HKG)
MEM MD11 FO 100% (current seat and can continue to hold)

The pilot will remain in the MEM MD11 FO seat and still becomes FEPP Eligible as a HKG A300 CA.

What isn't clear to me is do I have to have B757 CA MEM in there to generate passover if I bid A300 CA HKG.

If I read this correctly, according to the settlement agreement, an FO who bids to relieve excess to say HKG CA, does not get FEPP if he could hold the same pay grade somewhere else (i.e. MEM MD Captain). Any thoughts?

So, to quote myself, I don't think everyone is eligible. If you're senior enough to hold a Captain seat (domestically) you don't get FEPP. HOWEVER, if you cannot hold the left seat anywhere except an FDA, you get it.....that's what senority will do for ya!

93 Captains, 45 FO's, 39 SO's. I'm sure a fair amount of those 39 SO's are over 65 and won't be flushing anyone.
Do those numbers include the folks already getting passover to a WB? If so, they aren't playing in the excess bid, as they already have a bid off the 727 according to the way I read the FAQ.

No, you have to be eligible to bid (see the Union email and Company FAQ) and then you have to have had the seniority to hold it. The seniority test is not just simple comparison to the pilots in the FDA, rather that is the first test. If ,as a part of your standing bid, you would be bumped out or you bid out voluntarily and included an FDA seat in that bid then you will be denied that position due to the CBA provision and then enter into the FEPP deal.

The easiest way to understand this? Don't worry about it and bid what you want to fly. If you get denied you can then get smart on FEPP as it will not trigger for a good while anyway, personally I would not bid something on a hope that I would not actually have to go. If you think you can make it work then give it a whirl but be prepared for a possibly life changing choice at a future date that involves large sums of money vs. quality of your life.
