ASAP reports are not DE-identified, rather they are evaluated and accepted or rejected by the Event Review Committee. If accepted they are closed out with a range of actions from nothing to a corrective action (FAA letter, training event etc.). If rejected the report goes away and nothing in that report can be used against you in a discipline case. MGT has to conduct its own investigation if the event happens to be a non sole source event and they have knowledge of the issue involved.
There may be issues with leaky valves within the process and I hear there has been issue(s) with the content of some reports being relayed to MGT which has resulted in some from of "retaliation", not necessarily in the form of a discipline case but has negatively affected the pilot involved nonetheless.
To think that an ASAP is a de-indentified process is incorrect, still a great program but we need better control at the ERC level, which I hope is being corrected.
