Anyone notice that the Manager of Flight Standards was issued a seniority #. #767 with a hire date of 04/26/16, however he holds MSP as a Captain. This is not right and should be looked into.

Just because thats the ways it's been done doesn't mean it's the right way.
Section 24 - Filling of Vacancy
3. Restrictions on Hiring New Hire Pilots Directly to Captain
Positions
...The Company may not hire a
Captain directly off the street who has not been first
employed and flown as a First Officer with the Company
unless there are no qualified Pilots on the Seniority List
bidding for the Position. For purposes of this paragraph J.3.,
all First Officers who are otherwise prevented from bidding
by a freeze shall nevertheless be eligible to bid for the
Captain Position(s).
His DOH is 4/25/16.

we could go round and round with this on technicalilities but I will concede. There goes one more pilot position, lost to a management.

What on earth are you talking about? A chief pilot has to be on the seniority list because he has to be qualified in the airplane. How is it taking a pilot position?
