Spoke with both the Rewards Desk and Customer Care today after noticing that some of the previously credited points were removed from my account. Their story is that the "terms" have never allowed credit for "TVL" rates, but everyone (including the computer system) had allowed it for years. Sometime in the last year, Corporate decided to update the computer programming and enforce the existing policy (without notice or explanation).
For nearly six months, I was told that all of my missing stays would be fixed (including TVL stays). I continued to book stays with that rate only to be told the opposite now. More than the points, I'm very disappointed in how Marriott has chosen to handle all of this.
They have received significant feedback in the last few months and are aware of the grumblings online. I was encouraged to submit my concerns via email:

The "FBO Rates" are locally negotiated rates and will count for your nights and points.

I don't use any coupon codes. I fly an entry-level turboprop, and the hotel cost is usually less than the GPU and overnight fee. I am a good steward of company money, but I have never been in a situation where I had to use one of these. I pretty much stick to Marriott properties, then Hilton as a last resort. The only time I slummed it was when I flew freight and had to stay in some Comfort and Sleep Inns, due to company restrictions.
