I personally always do the seatbelt sign protocol on my welcome aboard at the gate. Only if it's an urgent, no kidding be seated will I make any further PA in flight in regard to it at any hour.

What "Seat belt protocol" are you referring to? If it's the keep fastened even while the light is off, that's part of the cabin safety briefing. No need (again) to talk at them a second time. If the screens are working, you're covered.

The FOM and the FAR's state that this PA must be made immediately after the seat belt sign is turned off for the first time. The cabin safety briefing 30 minutes prior does not suffice.

Any time the seat belt sign is turned on in flight it’s a required PA. It can be made by the pilots or flight attendants. Delta’s policy is for the pilots to make the PA except for the A330 where the flight attendants make the PA.

Why the carve out for the 330?

I’m refering to the PA that’s required after the seat belt sign is turned off.

As more and more aircraft get IFE I'm guessing Flt Ops will soon address the pilot group via memo or QCQ on excessive PAs.

You are correct. FOM says that initial seat belt sign off PA can be made by pilots or FAs Captain just has to ensure it's made. My technique I turn the sign off at 10,000 if I expect the climb to be smooth per FWV+ and let the FAs cover it in their 10k PA.

Love it... I do the exact same thing.

In regard to the 330 PA question, the flight deck PA melts peoples’ faces off in the rest area. FAs have an option on their handset that doesn’t go to the bunks. I’ve been sleeping down there when one was accidentally made... I about hit the ceiling!
