Yes, from my limited exposure to this I believe if you are on the hook for coverage - it is supposed to look at your requested trips and try to assign one of those before putting a random trip on you for coverage. So it's a good idea to bid trips you can tolerate if you're likely to be subject to coverage. Also I think it does the coverage first, then runs your bids as usual, that's why it's at the top of the reasons report.
I believe there is info on this in the SRH or PBS handbook (sorry don't have them to hand) and also an Engage podcast that explains coverage.

I party on Memorial Day because the bros I know that died overseas would be doing the same and want me to as well. I usually make a toast to them and remember them in my own way. That said, it’s not high on my list to get off. Boaters are stupidest on Memorial Day and I don’t go out. No matter where I’m at, I’ll pour one out, even if it’s delta water.

Well, we are all different people with different priorities. Luckily I am fortunante enough to say I never lost anyone in my 9.5 years of service. I'll happily work and pour some galley coffee for yall's homies and you guys that actually want it off can have it. Everyone is happy.
