Had a similar problem. DCI DH flight time error was going to screw me out of over an hour of GS pay. If I recall, I called and was directed to use the flight time change form found on the left side of the initial DeltaNet page regardless of it not being DAL dispatched. There is a section for comments that can be used to shed light on any confusion. Hope that helps.
