Not only backfills. They can cancel posted vacancies if they want to.
Right up to the time they publish the awards they can pretty much massage the numbers however they want.
They leave at least some "contingent vacancies" unfilled on almost every bid lately.

The only thing they can't do is create new vacancies without posting them. That would require a new AE.

Shoot, that's the opposite of my understanding. I thought they had to award the amount of vacancies posted at a minimum.

Negative. They can cancel the whole bid if they want. Or any part of it.

I'm thinking any changes are only going to be positive. Today's 4% GDP number was an upside surprise.

I think the pilot who's trip was pulled has the option of saying no, also if you need and have to go out and fly....why not pick a good trip rather than a dog?

He isn't hurting for currency. Thats why it's fishy. It was awarded to an active line holder. I just don't understand how he picked it up without it being a W or PS under the reasons code. The trip never went thru the normal PCS award cycle.
