In regard to accelerating the 717, I'm not sure how/why DAL can do that. While I was in training the limiting factor was available 717 simulator time. Basically 100% of all available simulator time on the 717 was spoken for, which limits us to 3 deliveries per month, it wouldn't make sense to accelerate the schedule since we've got nobody to fly them. At least that's what I was told while I was in training.

I think you are miss reading that section. You can borrow up to 20 hours in one bid period. You can go to 30 negative overall.
