Your noting of a lack of consistency is the most important part. When someone on a majors thread talks about a safety issue, why don't the mods move it to the safety forums? Same with talk about anything technical, or someone asking about military leave, etc. It's blatant inconsistency, but the mods get to make the rules and amend them as their desired ideology requires.
