Who’s acting as PIC on OE? Maybe I’m reading something differently..? Until I’m signed off, how could I possibly claim PIC?

You could log it either way depending on which FAR you want to reference, but if you ever want to move on to another airline, it is SIC time in their eyes. The check pilot is PIC. Only time you'd be logging PIC time with a check airman is if you are already a line qualified captain and for some reason you have a check pilot in the right seat. (giving a line check from the right seat which I don't think is done here anymore because of AQP, or for some reason they JM a check pilot to fill in as FO, again I haven't heard of that happening here in many many years.)

In your future airline pilot life, nobody will care about a few hours logged one way or the other. They will however, care about the way you interpret regulations. They will consider your approach as an indication of conservative versus, shall we say, leaning toward more liberal operation of the aircraft. Needless to say, many airlines like to hire PICs that operate conservatively in nearly all aspects, as a general rule...
