During a PUB call, it was mentioned that once we exceeded the May timeline and depending on how negotiations are proceeding and once they’ve polled the pilots, that they may decide to re-think the focused approach and accelerated negotiating timeline. Basically, if management is dragging it out then they might take that opportunity to open up further sections. There seemed to be lots of conditions to rethink the approach and they didn’t say they definitely would. They just said it might be an option.

This is more in line to what I remember and what my rep says. It is simply an option to explore at a later date. No one has said it would definitely happen or is part of the protocol agreement that all sections would be opened if a TA wasn't reached by the end of the protocol agreement.
I'll state again, IMO, the NMB would not look favorably on us if we opened up all sections and then asked them to intervene.
If we opened all sections and the company asked the NMB to intervene, the NMB would not be on our side. The NMB agrees to help when it looks like the parties are stuck after attempting to negotiate the open sections. If we decide to open all sections, the NMB would tell us to pack sand and come back only after we had attempted to negotiate on the new sections we had just opened. So, after two more years, we could ask the NMB to help, and then get to the same point we are at now, the money.
