They probably weren't informed of how much of a give it was. The company knows exactly how much each item of the CBA costs, the union should be tracking this too if they're doing their job, but the average line pilot does not unless the union does their job and informs them.

It appears two different issues are being melded together. The old Passover Pay did not apply to a new hire but was applicable to the pilots on property bidding on a vacancy bid. read ii.
Also under the old system you had to train in seniority order. No bidding for training month. Completely different system. So if you bid to upgrade and are very senior then you go to training almost immediately. Even if that means over summer or Christmas. Apples vs. oranges from my understanding. Now you can not only bid for positions but also bid your training dates based off seniority. New Hire bidding is separate from pilots bidding who are on property. This is the difference between New Hire Jr Activation Pay and Slot Denial Payment. They are two very different situations.
2006 CBA (Found On Union Website)
2. Passover Pay Due To Junior Pilot’s Early Activation
a. In case of a junior pilot’s activation to a higher paying position out of seniority order, every senior pilot who meets the following prerequisites shall be paid as if he had activated in that higher paying position (passover pay):
i. the junior pilot and the senior pilot(s) hold an award for the same crew position; and
ii. the junior pilot’s award is from the same posting as the senior pilot’s award or from a subsequent posting; and
iii. the Company chooses to activate the junior pilot prior to the senior pilot(s) and the junior pilot’s activation delays the training and activation of the senior pilot(s).
