My guess is, to cool hiring for a single slower-than-expected month, months in advance, is way beyond F9's computing power with all the variables such as attrition, lease returns, aircraft deliveries, who actually shows up for class, etc.
Conversely, betting on too many new hires and giving senior guys a voluntary month off puts somewhere around $100 in Indigo's pockets, so why wouldn't they? It's also far cheaper to pay an extra couple pilots than to cancel a bunch of flights.
Who knows what the GO is thinking. This is the only way I can make sense of it.

They would have to change the CBA. The union won't allow any minor changes without big changes. The company doesn't want big changes.

The question is, where are the planes coming from? Are these orders that were originally planned for F9?

It looks like Indigo is starting a Chilean ULCC as well. I think it's foolish to doubt that our order book is about to get carved up.

i would not panic just yet. we are extremely profitable for them. i don't see them taking airplanes away from an airline that is printing cash vs risky start up in s. america.
