But regardless, yes it could absolutely pass if it gets horsetraded and inserted into a massive bill that will pass.
This has been predicted for a decade. Airlines could’ve made investments into training pipelines in 2010-2015 and they’d be all set up and ready to go now. Instead, they chose to kick the can until the last possible second and hoped to change the rules instead of face the music.

Graham said he is “confident if we had a vote on this legislation on the floor of the United States Senate, it would pass,” and that if Republicans take the Senate in November, it will come to the floor.” It sounds like the the timetable is for the FAA Reauthorization Bill deadline is Sep of next year. So unless Schumer gets a wild hair and lets it go to the floor it sounds like it depends on who controls the Senate after this November. Don’t thnk Biden would be motivated to veto (I mean how would an 80-yr old President object to a 67-yr old pilot? Hypocrisy much?) But the Senate is a wide open question.

A broken clock is right once a day....
Well Congress is probably going to flip Republican in a few months, and in 2 years the Dems wont control the White House.

Or the government could have reverted back to lower ATP requirements for FOs to help alleviate the problem in advance.

“I just need 2 years to get back what those b@stards stole from me then I promise I’m gone! I can’t stand this place any longer!”
2-5 years later…
”Why would I retire, this is already a part time job…”
“I don’t technically turn 65 till Thursday and it’s only Tuesday so I booked a hotel just in case a day trip pops up. Also finished quarterly training on the layover so now they gotta pay me for that!”
