Why not study it(and collect data first), then make a proposal? This is the CRM equivalent of committing to an alternate without asking Dispatch and your First Officer… aka poor planning and decision making.
It’s not required, however just like with the original age 60 to 65 change. Having a pilot under 60 was required with a pilot over 60. However that was dropped by the FAA fairly quickly once the data revealed it was totally unnecessary.

If you note, the proposal would remove the current requirement that one pilot be under 60. So basically since there's no operational data showing increased risk, they're going to the next level. So just like last time, taking a conservative approach initially until they see how it plays out in the real world

Because they've already decided what they want to do, for their own reasons. The follow-up data collection and study is just to reassure the regulators and decision makers. Money talks...

It is possible that ICAO could approve it, but require some analysis or data first. This is just the ask from the big business interests.

I was almost certain it was gone domestically but just wanted to make sure I didn’t miss a memo about something required in international airspace.

How about if you’re over 65, you must downgrade to co pilot. You can mentor the new and inexperienced captains from the right seat.

I think that’s fair, right?

Public safety decisions shouldn’t be done on guesswork with a “see how it goes” approach. That’s what’s being proposed.
Even ‘til this day the F/O(if over 40) requires a 6 month interval on Class I physicals to accommodate the age increase to 65.
If the other pilot’s medical requirements need to be bolstered to accommodate this, you’re admitting exactly what you’d like to disprove - that the aging pilot is less safe. Either that, or you just don’t know. And if you just don’t know, then we shouldn’t be doing it.

Or put an MGTOW limit on it, how about 65,000lbs?
