From what I hear they have been doing all of this, I'm not sure about the sim time tho. Mesa has been quite about it while SkyWest was very open and everyone was spilling the beans.

Training update as follows. A mega class of 40 New Hire pilots is scheduled for September 12. September will also have 10 Captain Upgrades. October will also have a new Hire class of 40 New Hires and also have an additional 10 Captain upgrades. The classes represent preparation for the FAR 117 rule and to provide a training bubble for any additional expansion that may come our way.

Especially Slats because being Reserve Brasilia F/O just sucks... He's really been on top of everyone getting those 175's. I guess it's a case of SJS combined a bad case of p---- envy

Just my two cents, but quite a few regionals are saying they are hiring due to possible additional flying. I just don't see Mesa having everything in order and squared away, especially with a new aircraft type, to start flying these in 1Q13. It's most likely going to an established E175 carrier...Compass or Shuttle.
