Here's your answer. Straight from the unofficial experts:
Sheppard Air Flight Test 4.0 Prep Software ATP, Flight Engineer, Mil Comp - FAA Airline Transport Pilot

To instruct in non-centerline thrust civilian aircraft all you have to do is get the restriction removed. Since he's done that already he's G2G!

Propwash,
Maybe I'm misunderstanding what Stallog is saying, but no, your father will have a centerline thrust restriction on his flight instructor certificate, despite the fact that he has no CL thrust restriction on his pilot certificate.
He will have to demonstrate the ability to instruct in a non-CL thrust aircraft to get that restriction removed.

Thanks for the responses. That makes sense on the instructional proficiency part in non-CL thrust aircraft.

Yup, that's what I meant. I should read the entire answer next time. My bad.

For anybody that is interested, Sheppard Air has collected feedback about the process at different FSDOs and updates the info on their website.

FYI, the test bank has just been reduced to 436 questions (down about 25 questions). Also, if you haven't heard, testing fees go up by $50 on 1 March.

On another note, does anyone know if the GI bill will cover written test fees?

The old GI Bill will, but you have to be enrolled in a part 141 VA approved program. I'm not sure that there are any for MIL => CFI.

Not sure about new GI Bill.
