From what I've heard that sounds accurate. I ran into a friend from there the other week commuting and he said there's about 95 Cessna 402 captains. That's probably not counting ATR pilots or FOs.
Still, that's about 60 fewer 402 captains compared to where it was just a couple years ago.

Cape Air does have turboprops. ATR's flying for United Express in Guam. Also just started a Caravan seaplane operation in Florida. But the vast majority of the flying is the 402.
If only the majority of the fleet was turboprop, that would really help retain pilots.
