Well PDT just lost EAS funding. They can request a waiver but its a long shot. What does this mean for Boutique starting service there?

Reading the article it looks like the airline or passengers would have to pay $14 additional/passenger to keep it under the subsidy. Knowing BTQ im sure they have a few cards under their sleeve to make sure it works out. I also wouldn't consider the waiver to be a long shot by any means.
In May, the DOT issued a list of thirty towns that, according to its assessments, were no longer eligible for the EAS programme. The DOT requires a community to be more than 210 miles (338 kilometres) from the nearest large or medium hub airport.
And it isn't just a matter of $14 if they loose the EAS subsidy.
I really want to see Boutique replace Seapot. Seapot is just a piece of crap company. But Boutique might have trouble making this work financially without EAS.

I figured it would be like any other flying job where you need to be a FO first and than a captain. With that being said I would be interested in anything you have to offer me.... what would be my next step?

No the issue is that PDT is less than 210 miles from PDX (its 203 miles) and thus not qualified for EAS.

"In May, the DOT wrote an order tentatively stripping Pendleton and 21 other EAS communities of their subsidy because they failed to stay under the $200 per passenger cap that the department requires."
Have a link to the one mentioning the 210 mile rule? Yeah if there's no subsidy there's no chance boutique will fly out of there still.

That'd make sense, but the article you listed never mentions that.

Feds declare Pendleton’s air service non-essential - Local News - East Oregonian
I've been following the developments of Seapots demise for a while. I am sorry for the employees who will lose their jobs but happy to see such a bottom feeder go.
I am still crossing my fingers for Boutique to come to the PNW. That will give the community a more reliable and safe alternative and me an option to stay local to home rather than commute

I don't see the company "pulling any tricks out their sleeves" to make PDT happen. If the EAS funding isn't there, it's not happening.
Edit - Sounds like there might be an agreement between SeaPort and Boutique. Nothing confirmed though. This is all just flight line rumors. I'm not a legitimate source of rumors/ news haha
