Sounds to me like that's what he's proposing: a PR campaign to educate the traveling public on how their safety is being compromised in the pursuit of the almighty dollar. When the masses know what an RJ is and who flies it and how, and they begin to show a strong dislike of them (ie booking away from them even when the ticket costs more), that's when they'll go away and you'll see jobs go back to mainline. Right now it's popular to say that passengers only care about money and will book a ticket on any airline that offers it for $5 less...but that's because they (wrongly, imho) assume there is one level of safety.

Good morning folks from the flight deck, welcome abord flight XXXX to PHL. Just so you are aware we are on reduced rest today after a 14 hour duty day yesterday. We are scheduled for 10 hours of duty today and you are on the third leg of five. It is day four, the weather is bad, bills are pilling up, the wife hates me, and I am an alcoholic. In the back we have Trixie and Dixie who hate life and feel like they look. Up front with me is Max the First officer. He makes about 23K a year, owes about 100K, is under appreciated, under paid, over worked, under represented, doesn't know what day of the week it is, hasn't seen his family in weeks, lives on water and snack boxes, and loves run on sentences. After Max does the walk around to wake up he will be flying you to PHL so he can hurry off the plane to try to catch his flight home to Denver to wash his clothes and be back the next day to do it all over again. In the meantime sit back, relax and enjoy the flight.

But because times are tough, a few LCCs, who don't do any codesharing, figure out which way the wind is blowing, and start advertising that "if you buy a ticket on Big Tail Airways , you always fly on Big Tail Airways (who's motto has been "fly us, and get a piece of tail!"). Because of the media frenzy, the other airlines see a huge amount of booking away from the carriers, because the public DOESN'T KNOW or DOESN'T CARE to figure out who is flying what. They just want to be told "NOPE, WE DON'T FLY BUGSMASHERS".
Now the Greek Tragedy that has been the "regional industry" comes crashing down. Petrified of further PR blunders, the major carriers reign in codeshares. Congress passes legislation barring the use of one airline's code on another and using "deceptive marketing practices", such as similar aircraft liveries. The FAA (minus the ex-administrator, who "took one for the team" for making the President look bad), fresh from it's media cornholing, rewrites FAR 121 to require BOTH pilots to have ATP certificates. In two years, the only "regional" airlines left are those in nitch markets...island hopping or EAS.
You may cry "ahh, Nu, you are full of it...those facts aren't anywhere near accurate. This can't happen." But I remind you, once the press gets a hold of a "story" or a "angle", it won't matter what the causal factors of the original accident were. I point you to the Everglades Valujet accident, whose circumstances had NOTHING TO DO with the crew.

Then the majors flip the problem over into laps of the LCC's and the table is turned. Many of the LCC's are less able to withstand long term revenue damage, putting them at greater risk and on the defensive. Meanwhile, the real problem goes on along with those that have created it.
Again, focus on the PRIMARY source and note the enablers and side players not on the results thus far.

Good morning folks from the flight deck, welcome abord flight XXXX to PHL. Just so you are aware we are on reduced rest today after a 14 hour duty day yesterday. We are scheduled for 10 hours of duty today and you are on the third leg of five. It is day four, the weather is bad, bills are pilling up, the wife hates me, and I am an alcoholic. In the back we have Trixie and Dixie who hate life and feel like they look. Up front with me is Max the First officer. He makes about 23K a year, owes about 100K, is under appreciated, under paid, over worked, under represented, doesn't know what day of the week it is, hasn't seen his family in weeks, lives on water and snack boxes, and loves run on sentences. After Max does the walk around to wake up he will be flying you to PHL so he can hurry off the plane to try to catch his flight home to Denver to wash his clothes and be back the next day to do it all over again. In the meantime sit back, relax and enjoy the flight.
