Idea to End the Whipsaw

Every 900 in Delta paint, regardless of operator, is owned by DAL. Obviously this is so Delta can whipsaw their operators and transfer airplanes where they want to. Scope language at all the DCI carriers would prevent that from happening.

The fee-for-departure (FFD) carrier pilot groups represented by the Air Line Pilots Association, International (ALPA) met at ALPA's headquarters on August 8-9. In attendance were representatives from the Air Wisconsin, American Eagle, ASA, CommutAir, Compass, Endeavor Air (formerly Pinnacle), ExpressJet, Jazz Aviation, Mesa Air Group, Piedmont, PSA, and TSA Master Executive Councils (MECs), and Captain Lee Moak, ALPA president.
ALPA representatives recognize the continually changing nature of the airline industry, including the downward pressure applied by airline managements, forces related to consolidation, threats posed by non-U.S. and Canadian carriers, unpredictable fuel costs, and economic stagnation.
The Association and its members are willing to work productively and cooperatively with management to address future industry concerns provided that management agrees to recognize and negotiate collective bargaining agreements that
attract qualified applicants to the pilot profession; and
acknowledge the training, experience, education and contributions of existing
pilots flying each brand's passengers.
Mainline carriers must also work with the Association to ensure that pilots are available to satisfy their future needs.
The Association will not permit whipsawing of its FFD pilot groups. Specifically, the undersigned MEC chairmen affirm that they do not support the creation of different contract provisions that apply in the future only to new pilots (commonly known as “B- Scales”). The undersigned recognize that the prevention of B-Scales has been a top priority of the Association for more than 20 years, and they continue to support the Association's existing policies and elimination of disparate treatment of pilots.
While the Association acknowledges that contracts must be flexible enough to accommodate the needs of different carriers and airline systems, it believes firmly that all FFD contracts should promote career paths to mainline carriers for those interested, in addition to the above-mentioned contract goals.
ALPA's FFD MECs will continue to meet regularly and coordinate with non-ALPA pilot groups to share bargaining information and priorities, and assess and apply approaches that reflect these principles. The Association, through its President and other means, will communicate to company managements and ALPA members to enhance understanding of industry changes and our direction.
