Further research lead to the Flying magazine that included this comment from the report -
"This result indicated that the ramp agent had likely used a product containing chemically synthesized delta-8-THC given that very little Delta 8 THC occurs naturally in the cannabis plant,” the report stated. “However, because no Delta 8 THC or psychoactive metabolite of Delta 9 THC was detected in the ramp agent’s blood, she was not likely impaired by delta-8-THC effects at the time of the accident.”
So it seems like the drug use comment had nothing to do with the actual accident except that drug use can interact with MS to increase the likelyhood of physical impairment.

At Southwest the captain gives an engine cut hand signal to the marshaller who then relays that signal to the gate crew before anyone walks into the safety zone, screw relying on looking at a beacon light. Sounds like that needs to be implemented at AA, on top of shutting down the #2 when you have an inop APU. its beyond me how you somehow don’t notice an engine running though and try to open the cargo hold door
