I do believe that it is probably cost neutral for the DAL. The money that they are quoting is probably for the supplemental carriers.
A good starting point is page 307.

So. More staffing or less? Does this increase costs for our subs? If so, good.

No staffing changes likely, most contracts out there are already more restrictive. CDO's now look to be impossible, so whatever impact that may have is not yet known. However, I think airlines can just modify their flight schedules to accommodate these new rules with minimum staffing impact.

I'm mean that is the whole reason for the rest requirements changing right?

More. Your subs won't be able to do 5-8 leg days with 14-16 hours of duty anymore.

The fact that it doesn't have to be implemented for two years is BS though.

Maybe it will accelerate the demise of the 50 seaters? Not to be taken as a shot at the regional guys' jobs, but if it does in fact mean there will be more hiring at the majors, then maybe getting rid of the 50 seaters faster will result in faster movement up the chain. I certainly hope this is the case.

I fly the 50 seaters and I hope it will accelerate the demise of the 50 seaters and increase hiring at the majors.

Although I like to bid CDOs once in a while, they should have never been legal in the first place.
