You will put your initial bid in during the first week of class. But, we have no base or aircraft locks, so you can (and likely will) change your base several times before you finish training. Your first few base bids will not really matter, and few people even pay attention to them.
We have base bids every few weeks. You will likely be assigned DAY or CVG in your first bid, but will most likely never be based there unless you want to be. Then a few weeks later (when you are still in training), you will get another bid and then a few weeks later (again...still in training), there will be yet another bid. So if you don't get what you wanted initially, you will have a few more chances. Right now, I think people are holding CLT by the time they finish IOE, or within a month. Take a look at the reserve/base grid that is posted here each month for continuous updates on base assignments and reserve times.
Once you start flying, you could (in theory) change bases every single month. Not sure why you would want to, but it could happen.
My first base assignment was DAY. Two weeks later, I was awarded TYS. Then when I finished sims, I was awarded CLT. At the time, I was awarded every base (we only had 3 way back then...) before I finished training and never worked in DAY or TYS.
