The KSAs are asking for specific situations and accomplishments that you can briefly explain. The more/briefer, usually the better. They are reviewed by HR people, not pilots, unless you make the list and get referred to a hiring manager. I suggest looking for books that are intended to help people write about themselves and answer such questions, there are a lot out there and the writing exercise really starts to open up your brain so you can recall all of the things you've done that apply.

Once you apply how long does it take, this day and age, to hear something back? Any word on how hard it is to get something in the DC area?

Patience is a must in gubment employment prospects. In my case, I applied right after 9/11/2001 and did not get hired until 2006. Yes, it took five (5) years. I did not have any internal recs. If you search this thread, you will read about variations in time to apply to being hired. Typically the gubment does their "off the street" hiring at the end of the fiscal year (on or around September 30th). We are well into FY2015 now. Also, in addition to being "rated" on your answers to the KSA's, you get "points" for such things as veteran status. If you are a "purple heart" recipient, you go to the top of the "list" (as it should be).

Does not hurt to make a "brief" phone call to office(s) you might be interested in working for. Some managers and/or Ops supervisors may be receptive to this. There are a few FSDO's and CMO's in the DC area. "Headquarters" positions are typically occupied by seasoned inspectors.

Getting "smart" on Safety Management Systems (SMS) is highly recommended while you wait in queue.

I'd suggest go back and error-check and re-look-at your KSAs any time a new job posting comes up that you are going to apply for. This means that you'll continually update your application and perfect it. When you hear back is hard to say, sometimes it's just a week after the opening closes, sometimes the funding is withdrawn for the position you were looking at due to forces outside of the FAA's control. Lots of variables there. Best to probably call and ask like above.

If you applied via USA Jobs, and the bid is closed, then No, you cannot change/update the locality preferences. However, you can change work location preferences in your USA Jobs Profile.

Nobody knows when HR will post new ASI vacancy announcements. Best advise is to check USA Jobs on a daily basis. It is a mystery to even those already "in".

PerfInit hit it on the head, but what you can also do is set up email notification for whatever series (include as much info as you want) and keep an eye on it. The users (in my experience even management) doesn't always know how the HR portion works.
