I think the primary reason that they aren't all going away right away is that the contract for them lasts beyond 2017 - just look at the contract page on SWOL. It basically shows how many UA 700s expire when. And even though the numbers are somewhat dated, they appear to be accurate when it comes to teh UA 700s.

The conversation never mentioned Mesa closing their base in Houston. SkyWest has been rumored to be closing Houston for quite some time, while Mesa is growing their base and adding 175 flying.
That said SkyWest is still covering a lot of the Mexico flying out of Houston, only they're flying us in from other bases.
