Target active pilots by EOY23 is 174 CA and 165 FO. There are 27 offline LAX CAs and 8 offline FOs. I believe that’s the discrepancy you see. The active (and target active) pilots line up a lot better than “total” pilots. I’d say there are likely more captains because LAX CAs have more vacation time than most LAX FOs (and probably more on disability since CAs are generally older than FOs).

I would just add that the current pilot count for the LAX base is for the approximately 30 JetBlue departures a day, which looks like it's set to about double to approximately 59 departures per day if the spirit merger happens. So maybe you could conceivably imagine a larger LAX base post merger.
