It's happening, but rarely and even more rare to be less than 3,000. My class of 12 had maybe 2 guys with less than 4,000, but both just barely under that number.
I anticipate the requirement was dropped to 2,000 TT so that such candidates will actually apply. That way they can pick and choose from a wider pool, if not now then when the time comes. United's requirements are ATP-minimums - doesn't mean they're hiring anyone with that little time, but it gives them a glimpse into how the applicant pool is looking.

So I imagine that people around 2.5-3k who are attending multiple job fairs are just wasting their money and time? Me being one of those was told by a CP on Friday that he was recommending me for the interview but I imagine that it isn't really true.

I doubt you're wasting your time or money I just think if there are 100 guys who got recommended for an interview and you're at the bottom of the list in terms of flight time then it may take a bit longer to hear from them.
